He's saying that it doesn't matter whether you're Jew or Gentile, you're elect if you're in Christ Jesus. And if you're not in Christ, you're not elect because you have to be justified by faith to be one of the elect. And what does elect mean? Chosen. Who are God's chosen people in the Old Testament?
